Well it's mainly because of bad health care and the terrible education system, but it's also because of stories like this:

They also admitted two counts of intentionally causing a child to engage in sexual activity.
Guess how old the brothers who commited these horrific acts are? 10 and 12. And, surprise, they were in the care of social services when the crime took place.
In a typical case of criminals getting better treatment than the victims "special measures were put in place to make sure" the boys were not intimidated in court. You have to read the whole thing to believe it.
These are not a couple of kids who stole some candy at the corner store - they tortured and almost killed two little boys in the course of a robbery. If burning someone with cigarettes and beating them with a brick did not faze them I doubt seeing a guy in a wig would cause them any undue hardship.
Britain is doomed.
